Membership Dues and Fees

Annual membership registration runs from July 1st thru October 1st of each year.  The amount of the various membership dues and any other association fees shall be proposed annually by the Budget and Finance Committee for approval by a vote of the Executive Board.

Membership Year

The membership year will run from July 1st through June 30th, annually.  Any members whose dues are three months in arrears are ineligible for active participation in Association activities, including voting, until dues are paid.

MCAA Talk

Membership also includes MCAA Talk as long as payment of dues are current for MCAA Officers, Chief Administrator of each Institution/Agency and Chairman of MCAA Committees.  Regular Associate members who the Chief Administrator of the Institution/Agency has listed their email addresses.  All others require approval by the President or Executive Board.

MCAA Talk is an open forum email group and serves as a resource to collaborate with peers state-wide to share or obtain valuable information in the field of corrections and public safety (e.g. announcements, training opportunities, request for information).  NOTE:  By replying to an email communication from MCAA Talk, you will be responding to the entire membership who is part of MCAA Talk.

MCAA Membership Types

Any individual serving in or those who are otherwise interested in, corrections in the State of Maryland are eligible for membership in this Association.  If in dispute, the Executive Board will determine the type of membership of prospective members.

A regular member is a correctional administrator and/or his/her designated staff member(s).  Each local jurisdiction may have up to six (6) regular members; each member having one (1) vote.  All regular members have voting powers at membership meetings.  All private organizations are considered one (1) jurisdiction; each member having one (1) vote.  Member agencies are required to submit the names of their representatives no later than October 1st of each year or within 45 days of a vacancy.  Each State members/votes are specified hereafter.  The following State agencies and institutions are eligible for regular membership.

County Correctional Facility $150

One (1) County Correctional Administrator/designee and up to five staff (6 total).  Only one Agency Membership per Agency applicable to above and limited to the 6 members listed.  Those 6 named will be the Agency’s voting members.  Additional staff may join as associate members, using the Associate Membership Application.

County Correctional Facilities include:  Allegany County Sheriff’s Office, Anne Arundel County Dept. of Detention Facilities, Baltimore County Dept. of Corrections, Calvert County Detention Center, Caroline County Detention Center, Carroll County Detention Center, Cecil County Sheriff’s Office, Charles County Corrections Division, Dorchester County Dept. of Corrections, Frederick County Adult Detention Center, Garrett County Detention Center, Harford County Detention Center, Howard County Department of Corrections, Kent County Detention Center, Montgomery County Dept. of Correction & Rehabilitation, Prince George’s County Dept. of Corrections, Queen Anne’s County Dept. of Corrections, St. Mary’s County Detention Center, Somerset County Detention Center, Talbot County Dept. of Corrections, Washington County Detention Center, Wicomico County Dept. of Corrections and Worcester County Jail.

 Specific State Agency $150

One (1) County Correctional Administrator/designee and up to two designated staff (3 total).  Only one Agency Membership per Agency applicable to above and limited to the 3 members listed.  Those 3 named will be the Agency’s voting members.  Additional staff may join as associate members, using the Associate Membership Application.

Specific State Agencies include: Behavioral Health Administration, Dept. of Public Safety and Correctional Services, Division of Corrections, Division of Pre-Trial & Detention Services, Division of Maryland Parole and Probation, Governor’s Office of Crime Control and Prevention, Maryland Commission on Correctional Standards, Maryland Correctional Enterprises, Maryland Parole Commission, and Maryland Police and Correctional Training Commissions.

State and Private Correctional Facility $150

One (1) Head of State Correctional Facilities OR one (1) Private Correctional Administrator/designee (1 total for each).  Only one Agency Membership per Agency applicable type listed above and limited to one (1) member listed.  The one named will be the Agency’s voting member. Additional staff may join as associate members, using the Associate Membership Application.

State and Private Correctional Facilities include: Baltimore City Correctional Center, Baltimore City Detention Center, Baltimore Central Booking & Intake Center, Brockbridge Correctional Facility, Chesapeake Detention Facility, Central Maryland Correctional Facility, Community Supervision – Central Region, Dorsey Run Correctional Facility, Eastern Correctional Institution, Eastern Correctional Institution – Annex, Eastern Pre-Release Unit, Jessup Correctional Institution, Maryland Correctional Institution Hagerstown, Maryland Correctional Institution Jessup, Maryland Correctional Institution Women, Marland Correctional Pre-Release System, Maryland Correctional Training Center, Maryland Reception, Diagnostic & Classification Center, Metropolitan Transition Center. North Branch Correctional Institution, Patuxent Institution, Roxbury Correctional Institution, Sourthern Maryland Pre-Release Unit, Threshold, Inc., and Western Correctional Institution.

Business/Vendor Membership – Corporation $300

Includes 6 non-voting members.  Additional staff may join as associate members, using the Associate Membership Application.

Any company producing products of services designed for and intended to promote the principles of modern corrections and which is sponsored or recommended by any Regular Member of the Association, which shall uphold its intent as noted in Articles II and III, may be deemed eligible for membership.  Business Members may be placed on an agenda of the Association with the expressed consent of the President and may only use displays at Association sponsored events with the approval of the Executive Board.  Business members do not having voting rights but may serve on committees where appropriate.

Business/Vendor Membership – Individual Business $150

Includes 1 non-voting members.  Additional staff may join as associate members, using the Associate Membership Application.

Associate Membership $30

Any person sponsored or recommended by a Regular Member of the Association, who will uphold the objectives of the Association, is eligible for Associate Membership.  There is no limit on the number of associate memberships an Agency can request.  Associate members do not have voting rights.

Lifetime Membership

Any regular member, upon their retirement may be eligible for lifetime membership.  A lifetime membership recognizes and honors the contributions made to the association and the corrections profession by an individual over the span of a career.
